Former Las Vegas Raiders quarterback Cam Miller has signed to the Green Bay Packers’ practice squad, ESPN’s Jeremy Fowler reported Monday.
The 25-year-old spent most of his rookie year on the Raiders’ practice squad before Miami claimed him late in the 2025 season.
The Dolphins waived him at the end of training camp this year. He has yet to appear in a regular-season NFL game.
Miller arrived in Las Vegas with a strong FCS résumé from North Dakota State. Over five seasons he started 56 games (45-11), won two national titles (2021 and 2024), and was named Championship Game MVP in his final year.
He set school records for single-season completions and passing yards in 2024 (258-of-351 for 3,251 yards, 33 TDs, 4 INTs) while adding dual-threat production (career 2,277 rushing yards and 48 rushing scores).
Raiders director of college scouting Brandon Yeargan highlighted his winning pedigree after the selection, and minority owner Tom Brady endorsed the pick, liking Miller’s mechanics and upside.
In Las Vegas the opportunity never fully materialized. Miller signed a four-year deal but was among the final cuts after the 2025 preseason (20-of-37 for 203 yards, 1 TD, 1 INT in limited action).
He returned to the practice squad the next day and stayed there until the Dolphins signed him off it on January 1, 2026.
Miami later waived him on August 30. Across two preseasons, he has completed 36 of 75 passes for 373 yards with one touchdown, one interception and seven sacks.
For Raiders fans, the move is a familiar late-round developmental story.
The organization drafted him as a potential long-term project behind Geno Smith and Aidan O’Connell, valuing the dual-threat traits and championship experience that FCS quarterbacks sometimes translate.
Like many mid-to-late round FCS signal-callers, the jump to NFL speed and scheme proved gradual; he never forced his way onto the 53-man roster for regular-season work.
Green Bay already worked him out in early September and has a connection through receiver Christian Watson (a former NDSU teammate) and receivers coach Noah Pauley.
With Jordan Love and Tyrod Taylor on the active roster and Kedon Slovis also on the practice squad, Miller gives the Packers another developmental arm.
From a Raiders perspective, Miller’s path underscores the challenge of developing late-round quarterbacks while prioritizing immediate contributors.
The team moved on quickly, focusing resources elsewhere after the initial investment. Whether he develops in Green Bay or remains a practice-squad depth piece, his tenure in Las Vegas was brief—another reminder that even high-upside FCS winners need time and the right opportunity to stick in the NFL.
