The Las Vegas Raiders have clarified the quarterback hierarchy ahead of their preseason opener against the Arizona Cardinals, releasing an unofficial depth chart that places veteran Kirk Cousins firmly atop the list.

Rookie Fernando Mendoza, selected first overall in the 2026 NFL Draft, sits second, followed by Aidan O’Connell and Jacob Clark. The move offers the clearest signal yet of how the organization intends to manage its prized young passer as the regular season approaches.

Mendoza had already climbed the internal order during training camp after spending the offseason program behind O’Connell.

Offensive coordinator Andrew Janocko highlighted the rookie’s improved grasp of the system, his ability to communicate concepts clearly, and the way his film study translated onto the practice field. The published depth chart simply formalizes that progress while confirming that Cousins remains the designated starter.

New head coach Klint Kubiak had already named Cousins the starter before camp began, emphasizing the veteran’s track record of productive play and the value of giving him substantial work.

At the same time, Kubiak made clear that both Mendoza and O’Connell would be expected to challenge the incumbent. The arrangement reflects a deliberate organizational philosophy.

Rather than thrusting the No. 1 pick into immediate responsibility, the Raiders prefer to let Mendoza develop behind an established professional.

General manager John Spytek and Kubiak have both spoken publicly about the benefits of allowing a young quarterback to observe how a seasoned starter prepares, processes, and leads.

For Mendoza, the current assignment means second-team repetitions, continued immersion in the offense, and close observation of Cousins on game days. The rookie has described his focus as preparation and winning, independent of the eventual decision on playing time.

Yet the arrangement is not permanent.

Reports have floated an ideal scenario in which Mendoza sees nine or ten games depending on his readiness, Cousins’ performance, and the team’s standing in the AFC West.

A change could come sooner if the veteran struggles, if the Raiders fall out of contention, or if Mendoza’s preseason and practice performances force the issue. Conversely, steady, efficient play from Cousins could keep the job his for longer.

What the first depth chart does establish is the present order. Cousins has the job for now. Mendoza has a clear path to take it.

As the Raiders prepare for Thursday’s exhibition against the Cardinals, that hierarchy provides structure while leaving room for the competition that will ultimately shape the franchise’s quarterback future.
