Bills Rookie Slapped With NFL Punishment Before Texans Game

Buffalo Bills rookie safety Jalon Kilgore has already learned one of the NFL’s hardest lessons: even preseason hits can cost real money.

The league fined Kilgore $5,560 for unnecessary roughness after an illegal use of the helmet in the second quarter of Buffalo’s preseason finale against the Pittsburgh Steelers, via NFL.com.

The play came with under 30 seconds left in the first half of a 28-27 Bills win.

Kilgore, a fifth-round pick out of South Carolina (No. 167 overall in the 2026 NFL Draft), was one of three Bills players docked after the exhibition slate.

Defensive end Landon Jackson was fined $8,190 for unnecessary roughness against Carolina, and offensive tackle Chase Lundt was fined $5,868 for taunting against Cleveland.

The NFL typically waits until the preseason is over to issue those penalties, rather than announcing them week by week as it does in the regular season.

For a rookie on a four-year, roughly $4.84 million contract, $5,560 is not a career-ending hit. It is still a reminder. Helmet-to-helmet and other “use of the helmet” fouls sit at the center of the league’s player-safety rules.

Officials and the competition committee have spent years tightening those standards to reduce high-risk contact. A preseason flag that later becomes a fine is the league’s way of saying the standard applies whether or not the game counts.

NFL fines collected for on-field discipline are donated to the Professional Athletes Foundation, which supports former players in need, and to the NFL Foundation for health, safety, and youth-football programs. That framing does not make the check easier to write, but it is how the league and NFLPA have structured the system.

Kilgore’s early tape and camp work had already put him in the conversation for snaps in Buffalo’s secondary. At 6-1 and about 211 pounds, he brings size and ball skills from an All-SEC Second Team season in 2025. The fine will not change his roster status. It may change how he finishes a tackle.

That is the point. Rookies who play with college-level abandon often discover that the NFL’s margin for error is smaller. A late hit or a lowered helmet that looked aggressive in the SEC can look reckless on an NFL review. Kilgore now has a receipt for that lesson before Week 1.

The Bills open the regular season on the road against the Houston Texans. If Kilgore is on the field, the expectation will be the same as it is for every other defensive back in the league: play physical, play fast, and keep the helmet out of the hit.

The $5,560 is a small line item. Repeating the mistake in a game that counts would be far more expensive.
